Rising waste and shrinking recycling pulled the rate from 6.7% to 3.2%, a quarter blended rate of 4.6%. That sits well below the 20%+ common for retail and malls, and the direction is the part worth acting on.
Given waste is rising while recycling falls, check whether cardboard and metal are being put into the general refuse chambers instead of the recycling chamber — and confirm the recent vendor change has not reduced recycling pickup frequency.
